CONSTITUTION OF THE MID-WEST CORVETTES, INC.

 

ARTICLE I – NAME

               This organization shall be known as the MID-WEST CORVETTES, INC. and may be designated in the abbreviated form as M.W. C..

 

ARTICLE II – OBJECT

               This club is organized for the purpose of safely promoting social and sporting activities centered around the common ownership of the Chevrolet Corvette.

 

ARTICLE III – MEMBERSHIP

A.     GENERAL MEMBERSHIP

1.      Any Corvette owner and/or their spouse may become a member upon written application to the Membership Chairman, payment of dues, and meeting the requirements as herein set forth.

2.      Each prospective member shall be required to attend at least one M.W.C. sponsored event, business meeting or newsletter party, prior to application for membership.

3.      Each prospective member shall obtain one sponsor from the general  membership to sign his/her application.

4.      National Council Corvette Club membership will be required in and from the second year of M.W.C. membership.  (0ne spouse required only.)

5.      Members who have resigned may regain membership by completing the requirements for prospective members.

6.      A member may be expelled only after discussion at one business meeting followed by a ¾ vote of the membership present at the following business meeting.  Absentee voting is permitted.

7.      The sponsor’s representative shall be considered an owner and eligible for membership.

8.      Each member upon receiving a copy of this Constitution shall sign a waiver assuming his/her own responsibility and designating understanding of his/her privileges and required duties.

 

B.     CHARTER MEMBERSHIP

1.      Charter Membership in the M.W.C. was closed on May 15, 1960 with the first ten members to join the club.

2.     We gratefully recognize the contribution the Charter Members have made to the club and realizing their continued interest in their creation we will make available to them free of any fees the M.W.C. newsletter as long as they keep their current addresses available.

 

C.     INACTIVE MEMBERSHIP

1.      Members having lost Corvette ownership will be considered inactive, losing voting privileges, and ability to acquire further points while inactive.  (90 day grace period from date of sale.)

 

D.    HONORARY MEMBERSHIP

1.      Honorary membership may be conferred upon these non-club members whom the membership feels have made an outstanding contribution to the welfare of the club.

2.      Nominating may be submitted in writing at any regular business meeting with the elections held at the December business meeting.  Voting shall be by ballot on those names submitted in that calendar year, a 2/3 majority required of those present and voting.

3.      The persons so honored will be recognized at an upcoming event deemed convenient to those individuals being honored.

4.      We will make available to them free of any fees the M.W.C.  newsletter as long as they keep their current addresses available.

 

ARTICLE IV – DUES AND FEES

               A.  DUES   (NEW)  (YEARLY, JANUARY 1 THROUGH DECEMBER 31)

               1.  New member, single                     $15.00

               2.  New Member and spouse             $20.00

               3.  Dues paid on or after October 1st

 

   B.  DUES    (RENEWAL)

               1.  Renewal, single     $40.00  ($10 MWC & $30 new member NCCC)

               2.  Renewal, single     $30.00  ($10 MWC & $20 renewal NCCC)   

               3.  Renewal, couple   $45.00  ($15 MWC & $30 new member NCCC -   *one member)

               4.  Renewal, couple   $35.00  ($15 MWC & $20 renewal NCCC - *one member)

   *If both members want to join NCCC, add $10.  Any increase in NCCC dues would

    automatically increase M.W.C. dues the same amount. 

5.      Renewal club dues are due no later than November 30th of the current year for the next year’s membership.  Any member rejoining the club after November 30th will pay new member dues.

6.      Dues may be changed anytime by a vote of 2/3 at a regular monthly business meeting.

 

C.     FEES

1.      Events:  Amount to be set as deemed necessary by the membership at a regular monthly business meeting.

2.      Patches, shirts and other club accessories may be purchased by active members only, the current prices subject to change.

 

                                      

ARTICLE V – OFFICERS AND DIRECTORS

A.      PRESIDENT – the President shall preside at all meetings of the club excepBoard Meetings.  The President shall be an ex-officio member of all committees, shall preside at all Board meetings in the absence of the Governor and shall perform all other duties as are normally required of the office.

B.      VICE-PRESIDENT – the Vice President shall conduct all business of the club in the absence of the President, shall personally represent members at Board meetings, shall see that business is conducted in the best interest of the club, shall keep a record of all point standings, and shall act as Parliamentarian.

C.      GOVERNOR – the Governor shall preside over meetings of the Board.  The Governor shall have knowledge of the NCCC Constitution and rulings and may sit on the NCCC Board of Directors and on the National Board of Governors representing our club.

D.      SECRETARY – the Secretary shall have charge of all the papers, keep such records, make such reports, disperse all membership information and perform such duties as are incidental to the office and as are properly required.

E.       TREASURER – the Treasurer shall be in charge of funds of the club, shall conduct its banking business and audit all accounts.  Any club expenditures in excess of $20.00 will be brought before the general membership to be decided whether or not funds will be expelled by the club.  The Treasurer’s records must be available to the general membership upon request.

F.       DIRECTORE OF SPEED EVENTS this officer shall assist the Eventmasters, give assistance in planning an event if the Eventmaster so requests, and keep all club equipment pertaining to events.

G.      DIRECTOR OF SOCIAL ACTIVITIES – this officer shall assist in the planning of all social activities and drive-outs of the club if they are so requested.

H.      DIRECTOR OF CAR SHOWS –this officer shall assist any and all shows and concourse events that the club may deside to have.

A.      NEWSLETTER DIRECTOR-this officer shall bear the primary responsibility for the production of the monthly newsletter and shall be empowered to seek any help  necessary for its publication, printing and mailing within one week of the business  meetings

B.      The BOARD OF DIRECTORS OF M.W.C. shall consist of the Officers and Directors.  Active members only.

              

 

ARTICLE VI – COMMITTEES

A.     At the January business meeting or as soon as possible thereafter, the President will appoint the following chairmen for the year:

1.      MEMBERSHIP CHAIRMAN   Responsible for all membership matters, i.e. signing up new members, collecting dues and maintaining membership records.  NCCC applications and renewals will be coordinated with the Governor.

2.      PUBLICITY CHAIRMAN  Responsible for arranging for publicity with all news media pertaining to club events, charity work, etc.

3.      PARADE CHAIRMAN   Responsible for contacting schools and organizations concerning parades, arranging for club members to drive in the parades, insuring that they do so, and collecting proper fees afterwards.

4.      QUARTERMASTER   Responsible for keeping and making available for sale all items that the club has to sell such as T-shirts, patches, rule book binders, etc.

5.      HISTORIAN  Responsible for storing and keeping in order all historical items belonging to the club.

6.      SUNSHINE  Responsible for sending thank-you notes, gifts, cards or flowers as necessary.

7.      CHARITY CHAIRMAN  Responsible for all benefit work, to promote and study the purchase of all special equipment and to direct the club toward a common goal to help handicapped of the immediate area.  A special account for all charity moneys will be established.  Expenditures of such moneys will be at the discretion of the Charity Committee.  If time permits, large expenditures should be presented for discussion at a regular business meeting.

Note: Any member or officer can hold one or more of these appointed positions and may recruit other members to assist.

 

 

B.     The President can form any other committee of memberships, publication, social activities, rallies, safety, etc. as is deemed necessary.

C.     Any committee member absent from three consecutive committee meetings without good cause can no longer be considered as a member of the committee and should be replaced by the committee chairman.

D.    The vote of the majority of the committee shall be the vote of the committee.

E.     Board members may also serve on the committee or be chairman of the committee.

 

 

ARTICLE VII – MEETINGS

A.     General Monthly Business Meetings shall be held on the first Monday of each month, excluding legal holidays, when the meeting will be held on the second Monday.

B.     The order of business for business meetings will be:

       Committee Reports

       Old Business

       New Business

       Adjournment

C.     Board meetings shall be held as are deemed necessary.

D.    Committee meetings shall be held as are deemed necessary.

 

ARTICLE VIII – ELECTIONS

A.     The officers and directors shall be nominated in November and elected by ballot in December, after all candidates names have been published in the M.W.C. newsletter.  They shall assume office in January for the period of one calendar year.  Only those members who have paid their membership dues for the upcoming year shall be allowed to vote in this election.

B.     Any member may be nominated for one or more offices, but after election will not be eligible for any other office.

C.     A vacancy in any office may be elected by ballot at any regular monthly business meeting to fill out the balance of the term.

D.    Any office or director can be removed from office by 2/3 vote of the full membership in a regular monthly business meeting.  Absentee voting permitted.

 

ARTICLE IX – AMENDMENTS

Proposed amendments to this Constitution must be presented in writing at a regular monthly business meeting, read by the Secretary at such meeting, left on the table and published in the newsletter, until the next meeting when the vote shall be taken.  If 2/3 of the members present at the meeting vote in favor of the amendment, this Constitution shall be changed.

 

 

 

 

 

 

BY-LAWS

MID-WEST CORVETTES. INC.

 

 

 

ARTICLE I – ACTIVITIES

                  A.     M.W.C. EVENTS

1.      The Eventmaster of any event will be responsible for the calculating and the  scoring for the event.   The Eventmaster’s scoring must be presented to any Board member for review.  No awards will be given for the event until the computations have been verified.

2.      The Eventmaster will receive no financial reimbursement for fuel, wear and tear, etc.

3.      The Eventmaster shall be responsible for organizing all equipment for the event and shall be responsible financially if the equipment is lost or damaged due to negligence.

4.      Types of recognized events are:

a.       Rallies

b.      Gymkhanas and Autocrossing

c.       Dragstrip competition

d.      Concours and car show

e.       Drive-outs

f.        Hillclimbs

g.       Social Events

h.       Parades

 

         B.     OUTSIDE EVENTS

1.      National Council of Corvette Clubs sanctioned events organized by a sister Corvette Club.

2.      Competitive events organized by any other car club, Corvette or otherwise.

 

ARTICLE II – AWARDS

         A.     YEAR END AWARDS

1.      Outstanding Club Member Awards  (No more than 2 awards, each award can be given to either an individual or to a couple.)  To be awarded on the basis of a club members overall performance in categories 2,3, and 4 below  (Corvette Activities, Club Participation, and Personal Commitment.)

2.      Corvette Activities Award   (No more than 1 award.)  This award is based on how much the club member participated in the following types of events; sanctioned and non-sanctioned events, club and and non-club events, racing, showing, rallying, parades, drive-outs, and other organized Corvette events.

3.      Club Participation Award  (No more than 1 award.)  This award is based on how many of the following types of events the club members attend and participates in; club business meetings, newsletter parties, social events, parades, committee meetings, competition and other organized club events.  One point will be awarded for attendance at a club event, plus one point if the club members participated or worked the event (maximum of 2 points per person per club event.)  These points will be used as a guideline only.

4.      Personal Commitment Award  (No more than 1 award.)  This award is based on commitment to the club, i.e., committees served on, volunteering to work when workers are needed, doing the “thankless” jobs in the club, organizing new club activities, and just being actively involved even though their car and/or points may not be available.

5.      Competition Awards

a.       Racers of the Year  (No more than 1 award for men and 1 award for women.)

To be determined by:

1)      Number and location of sanctioned and non-sanctioned events entered and place finished considering amount and ability of competition during the year. 

2)      NCCC points earned for racing.

3)      Improvement and level of achievement during the year.

 

b.      Showers of the Year  (No more than 2 awards – each award can be given to either an individual or a couple.)

To be determined by:

1)      Number of NCCC shows entered, finish, rank and distance traveled.

2)      Number of non-NCCC shows entered, finish, rank and distance traveled.

3)      Number of extra awards received, i.e., Best of Show, Best paint, etc.  no distinction will be made between Concours, Wash and Show or Street and Show.

c.       Ralliests of the Year  (No more than 1 award for men and 1 award

for women.)

      To be determined by:

1)      Number and location of sanctioned and non-sanctioned rallies entered and place finished considering amount and ability of competition during the year.

2)      NCCC points earned for rallying.

3)      Improvement and level of achievement during the year.

 

 

6.      Rookie of the Year  (No more than1 award can be given to either an  individual or a couple.)  To be awarded based on criteria listed under Corvette Activities Award, Club Participation Award and Personal Commitment Award.  Points will be used as a guideline only.

 

Any of the above awards may be omitted for any year they are not deemed appropriate.  A Corvette must be used in all events covered in Sections 2 and 5 in order to be eligible for those awards. A member is eligible to win only one of the first 4 awards but may also be eligible for a competition award and rookie award.

 

 

         B.     AWARDS RECORDS

1.      The Vice President will keep rookie and club points, committee and rally records.

2.      The Speed Event Director will keep race records.

3.      The Car Show Director will keep show records.

4.      A Board meeting will be held the week after the December club meeting.  All records should be brought to this meeting by the Vice President, Speed and Car Show Directors.  Awards will be decided upon at that time by the Board.  Points for club events will be used as a guideline only.

 

 

ARTICLE III – LIABILITY

            This club shall not be responsible for personal or property damages incurred as a result of participation in club events.  A waiver shall be signed by each participant to the above.  All those under legal age must have their waivers signed by a parent or guardian before participation in the event.

 

ARTICLE IV – NEWSLETTER

            Position standings for all club competitive events must be published in the newsletter and a copy sent to all participants as well as members.

 

ARTICLE V – AMENDMENTS TO THE BY-LAWS

            Proposed amendments shall be presented to the general membership in writing and voted upon at the following business meeting.  A simple majority vote is needed to amend.

 

ARTICLE VI – PARLIAMENTARY PROCEDURES

            In all our Parliamentary procedures we adopt Robert’s Rules of Order”   as our guidelines.
